Board of Directors

The Board of Directors makes periodic recommendations to ERFS’ CEO on a variety of technical and operational subjects. The CEO is responsible for any implementation of the recommendations from the Board of Directors.  While not engaged in the day to day operations of ERFS, Board Members do have extensive experience with ERFS’ capabilities and our industry, which ultimately benefits our clients with new services and business solutions.

Mark Vigneri

ERFS’ President & CEO is also the Founder of the company in 1998.  Please see background description in the Executive Management section.

Robert F. Kennedy, Jr

Mr. Kennedy is best known for his work in the U.S. and internationally, protecting waterways and the environment as the lead attorney for Riverkeeper and President of Waterkeeper Alliance.  Mr. Kennedy’s corporate work also includes being a driving force in promoting clean energy production and environmental clean-up services by serving as Principal and/or on the Board of Directors of innovative companies that are offering the solutions for the future.  Since 2008, Mr. Kennedy has been introducing ERFS to opportunities that have later become successfully completed projects.

Dave L. Wickersham, Sr.

Mr. Wickersham recently retired as Director of Global Remediation for the Fortune 100 company Honeywell International Inc. Prior to Honeywell, he was a pioneer in executive management of site remediation for DuPont.  Mr. Wickersham began his environmental career in fisheries research at Cornell University after earning a BS degree there in Environmental Sciences.  Afterwards, Mr. Wickersham became Remington Arms Company’s first Environmental Engineer and developed extensive environmental and industrial hygiene programs for this up-state New York sporting firearms manufacturer. He was the primary author of the site’s RCRA program and the plant received one of the first permits issued by New York State under this major environmental law.  Mr. Wickersham was also the three-time Mayor of Ilion, New York.  Mr. Wickersham has been the primary advisor to ERFS’ CEO for ERFS EndPoint® programs to accelerate closure and limit costs on reserve managed O&M sites.


Advisory Board

Like the Board of Directors, the Advisory Board makes recommendations to ERFS’ CEO for consideration.  The Advisory Board differs from the Board of Directors as they have indirect interests in ERFS’ work from current or previous operations, and have contact with ERFS on specific projects or on think tank level research.  ERFS’ Advisory Board is very active and has a highly accomplished history of environmental innovations that have eventually become core services and programs that have greatly benefit our clients.

Denise Coutlakis

Ms. Coutlakis has extensive technical and regulatory experience from positions at the United States Geological Survey, Environmental Protection Agency and the United States Coast Guard.  Ms. Coutlakis is also a Consultant with ERFS, advising ERFS staff and clients on regulatory and technical issues involving compliance and remediation for projects involving the Resource Conservation and Recovery Act (RCRA).  Ms. Coutlakis has a Bachelor of Science in Geology from San Francisco State University.

William “Chip” D'Angelo

Mr. D’Angelo is the Founder and CEO of WCD Group and has pioneered indoor environmental remediation practices and environmental due diligence procedures for the real estate, banking and insurance industries.  Mr. D'Angelo founded and operated one of the nation's most successful environmental engineering, consulting, testing and remediation management companies, Kaselaan & D'Angelo.  The firm developed the procedures which became standards and regulations for the management and abatement of asbestos-containing materials. The firm also pioneered the procedure of environmental compliance in conjunction with a real estate transaction with the first ECRA project in New Jersey.  Mr. D'Angelo and his staff have delivered environmental projects involving hazardous materials, contaminated water, soil and waste throughout the United States, Mexico, and Europe, including developing innovative technologies in the petrochemical industry and exporting and installing those technologies.  Mr. D’Angelo has served as a Board Director and Advisor to ERFS.  ERFS provides WCD with performance based / fixed cost remediation solutions for soil and groundwater remediation within construction management projects.  See www.wcdgroup.com.

Dave DeClement, Esq

Mr. DeClement is a military veteran, attorney, engineer and MBA.  For over twenty years Mr. DeClement has worked in the environmental field as an engineer, a regulator with the New Jersey Department of Environmental Protection and as a private attorney.  The primary focus of Mr. DeClement's practice as an attorney is that of representing buyers and sellers of contaminated properties for retail gasoline sales and for redevelopment. Mr. DeClement has national experience with major oil companies, independent retail network, private station owners, and developers and has been an owner of operating and former gas station properties.   Mr. DeClement advises ERFS on development of business solutions related to petroleum and specialty chemical industries.

Brian Roberts, PE

Mr. Roberts is the Executive Director of the National Association of County Engineers in Washington, DC. Mr. Roberts, also the Director of the Water Resources Learning Center, Fairfax, VA, has an extensive background in hydrology, hydraulics and stormwater management. He has served as the Executive Director of the National Corrugated Steel Pipe Association and the Chief of the Eastern Branch of Hydraulics for the Federal Lands Highway Division of the Federal Highway Administration.  Mr. Roberts holds bachelor’s and master’s degrees in civil engineering from the Virginia Polytechnic Institute and State University, Blacksburg, VA. He has held engineering licenses in Virginia and Maryland. He currently chairs the Transportation Research Board (TRB) Committee on “Hydrology, Hydraulics and Water Quality,” as well as the newly formed ASCE Task Committee on Climate Change.  Mr. Roberts advises ERFS on collaborative work with engineering disciplines outside of our environmental expertise. 

Alan Wink, MBA

Mr. Wink is an advisor to the Advisory Board through direct work with ERFS’ CEO.  Mr. Wink is the Director of Capital Markets for EisnerAmper has advised the CEO of ERFS on financial modeling and growth opportunities since 2002. Please see a detailed biography for Mr. Wink by clicking here
